You could get a perm, but it's only temporary until your hair starts to grow or the perm falls out. Otherwise your only option is to purchase a curling iron and do it yourself.

don't shave your head! go to a salon... not one that you find on every corner, but a respectable one. talk to a stylist, she can help you.
